DEVELOPMENT APPROACH ON MOUNTAIN AREA A Case Study on Dieng Mountain, Central of Java Island, Indonesia

Abstract



Indonesia is one of the center mountain areas in the world. At least amount of 129 mounts exist in Indonesia. Dieng is one of mountain chain in Java that the most densely people island in Indonesia. It provides water for more a half of people in central of Java, source of many vegetables especially potato, shelter of endemic flora and fauna, as well as home to a unique traditional cultures. Until now, Dieng faces accelerating change of land use. Deforestation and intensive horticulture threat of sustainability of its roles. The aims of this study were to find the proper strategist of the management of the mountain area (balancing among ecologic, economic and social). The methodology is combining of historical approach, land use analysis, stakeholder analysis and finally SWOT done in order to arrange the strategies. Result of the study showed that historically Dieng had many important roles not only as hot spot of biodiversity, source of water, but also mountain cultural. Currently the land use of Dieng area was very critical and unbalanced ecosystem, because of increasing amount of people. In 1998 there was 818,51 ha protected forest and remained 349,83 ha in 2002 (left 42.7%), on the other side there was 54,27 ha agriculural land in 1998 on this area increased to 534,36 ha in 2002 (become 984,5 %). The coordination among stakeholder was not running well, with inadequate capacity of institution. The strategies for this situation were optimizing of land use planning, improving capacity of institution, intensive communication among the stakeholders and law enforcement.
